2017 Washington State Low-Income Weatherization Program Policy Documents
The current policies for the Washington State Low-Income Weatherization Program are found in two sets of documents: Weatherization Manuals and Program Policy Memos.
The Weatherization Manual contains policies and procedures, specifications and standards, and supporting documents. They are to be followed from July 1, 2017 through June 30, 2018. (The manual edition to follow is determined by when the project was audited. For example: A project audited on June 30 still follows the 2016 rules; a project audited on July 1 follows the 2017 rules.)
Where can I find the Weatherization Monitoring Manual?
The U.S. Department of Energy (DOE) provides a WAPTAC – Weatherization Assistance Program Technical Assistance Center on its website. It’s a library of rules, regulations, policies and procedures, presentation materials, and news articles. It includes Weatherization Policy Notices (WPN)s from Department of Energy.
What is the General Weatherization Workplan? Who has to complete it each year?
A General Weatherization Work Plan is a planning document required to be completed each year by each Weatherization Local Agency in Washington State.

The U.S. Department of Energy is reviewing the 2018 Washington State Low-Income Weatherization Assistance Plan, available here. The plan will be approved by the U.S. Department of Energy later in the year.
