Recovery Residence Operating Funds program to be discontinued

The Department of Commerce is discontinuing the Recovery Residence Operating Funds program as of June 30, 2024.  Organizations interested in obtaining start-up funding to establish new Level II or Level III recovery residences, as defined by the National Association of Recovery Residences,  should contact the Washington Alliance for Quality Recovery Residences (WAQRR).  WAQRR is administering this program on behalf of the Washington State Health Care Authority. The Washington State Department of Commerce is soliciting applications from eligible entities who wish to establish new Level II or Level III recovery residences, as defined by the National Association for Recovery Residences. Eligible applicants include operators of existing recovery residences who seek to establish a new recovery residence, or non-profit behavioral health organizations seeking to establish a new recovery residence. 2023 Legislature appropriated renewed funding for new recovery residences

The 2023 Legislature appropriated renewed funding for new recovery residences to Commerce for the biennium that begins July 1, 2023. It also appropriated a significantly larger amount to the Health Care Authority for the same recovery residence startup activities. Both agencies are working together to develop a streamlined approach to contracting these dollars. We hope to avoid administering two identical programs.
