Commerce is now accepting applications to support the construction of grid resilience and reliability projects for qualifying utilities in Washington state.
Authorized by the Bipartisan Infrastructure Law, the Grid Resilience State and Tribal Formula Grants program (often referred to as section 40101(d)) is designed to strengthen and modernize the power grid against wildfires, extreme weather, and other natural disasters.
This program is open to applicants who meet the basic requirements and can work in Washington. Some projects have additional eligibility requirements based on their category. Eligible entities include:
- Electric grid operators
- Electricity storage operators
- Electricity generators
- Transmission owners or operators
- Distribution providers
- Fuel suppliers
- Other applicants approved by the U.S. Department of Energy (DOE).
Electric utilities of all sizes are eligible for this funding opportunity. 40% of the funds are reserved for small utilities. The remaining 60% is open to utilities of all sizes. To learn more about this opportunity please attend a pre-application conference:

Applications are due by November 20, 2025, 11:59 a.m.
Applicants should submit one application per project to apply for grant funding, and they may submit applications for multiple projects. Submit your application at Zoom Grants.

Federal Funding Grant Writing Assistance Program (FFGWAP) is available
The Washington Department of Commerce, in partnership with Hagerty Consulting, is offering the Federal Funding Grant Writing Assistance Program, which is designed for Washington community-based organizations, local government agencies, ports, housing authorities, tribes, businesses, and others eligible to receive Federal funds to prepare and submit grant applications.
