The Federal Funds Grant Writing Assistance Program (FFGWAP) supports access to federal funds grant writing assistance for communities across Washington.
A Commerce initiative supported by Hagerty Consulting, FFGWAP helps community-based organizations, local government agencies, ports, housing authorities, tribes and other eligible organizations secure federal funding by providing grant writing support and assistance with preparing and submitting federal grant applications.
The program also helps Washington meet its clean electricity and greenhouse gas reduction goals using approaches that enhance equity, innovation, economic growth and job creation.
Eligibility
Any Washington entity that is eligible for federal funds may participate. FFGWAP prioritizes projects at the intersection of climate, clean energy and resilience — as well as organizations serving vulnerable populations in overburdened communities.
No application is required, and requests are considered based on FFGWAP’s capacity. If you are unsure whether your project supports these goals, email WAFederalGrants@hagertyconsulting.com to learn more.

Services
Hagerty Consulting and the Washington Department of Commerce are excited to offer the following support for grant applications. Support includes:
- Grant writing, review and project management: Draft or review application narratives and budgets, and support overall application strategy and timelines.
- Opportunity scans: Explore and identify relevant federal funding that aligns to organizational and community projects.
- NOFO/FOA scans (compliance and federal regulations): Advise on eligibility, evaluation criteria, overall competitiveness and post-award planning and best practices after a review of the Notice of Funding Opportunity (NOFO), sometimes referred to as a Federal Opportunity Announcement (FOA) or Request for Application (RFA).
- Coordination with grant officers: Work with program or grant officers to clarify program requirements, facilitate feedback sessions, and other funding-related questions.
- Partnership coordination: Facilitate meetings among application stakeholders, including community members, subrecipients or partner organizations in joint applications.
- UEI/Sam.gov registration support: Guide first-time applicants through applying for a Sam.gov and UEI registration to increase eligibility for future federal awards.
- Retrospective applications: Provide feedback on past federal application submissions to prepare for future award cycles.
- Post-award compliance and reporting: Advise participants on federal rules and regulations, compliance, and best practices to use federal awards.
