The Clean Buildings Portal (Portal) is a database of all covered buildings. It provides building owners with a secure system to manage their building’s compliance with the Clean Buildings Performance Standard and submit applications to the Early Adopter Incentive Program. For portal access, each building owner will need their one-time use unique code to sign in to the Portal, which can be found on the building owner notification letter. If you own a covered building and did not receive a notification letter with a code to access the Portal, please complete the form to Request Shared Access or a Building Owner Notification Letter.

Portal features
Key features available in the Portal include:
- View and verify your building information
- Claim your building(s) from the Tier 2 Data Pool
- Manage roles and authorized users to work on your building profile
- Create and manage building groups for campus level compliance
- Check on the status of applications
- Make changes to your account information
- Submit applications for the following:
- Tier 1 compliance
- Tier 1 conditional compliance
- Tier 1 exemption – only available prior to specific compliance date
- Tier 2 compliance
- Tier 2 exemption
- Tier 1 and Tier 2 Early Adopter Incentive Program
- Decarbonization plans for district energy systems
Some parts of the Clean Buildings Portal are still under development. As a result, some due dates may not yet align with the portal’s available features.

Portal access
Sign in Via Secure Access Washington (SAW) to gain access to your building profile. Guest access is no longer available.
Tier 1 Building Owner Notification Letters were mailed in 2021.
Each notification letter includes instructions on how to create a Secure Access Washington (SAW) account, and the Commerce-provided unique authorization code needed to access the Portal. For the first-time Portal access, each building owner will need this one-time use only unique code to sign in to the Portal. Use the video and guides on this page (below), to assist you in signing up.
Note: If you own a Tier 1 covered building and did not receive a notification letter with a code to access the Portal, complete the form to Request Shared Access or a Building Owner Notification Letter.
Tier 2 Building Owner Notification Letters were mailed on July 1, 2025.
Each notification letter includes instructions on how to create a Secure Access Washington (SAW) account, the Commerce-provided unique authorization code needed to access the Portal, and instructions for claiming Tier 2 buildings from the Data Pool. For the first-time Portal access, each building owner will need this one-time use only unique code to sign in to the Portal. If you received multiple letters with different notification codes, please contact Commerce and provide all notification codes through this form.

Data verification is the process we use to correct information about misidentified buildings. Misidentified buildings include structures that are not actual buildings (e.g., docks and piers); buildings identified as covered that are less than 20,000 sq. ft; buildings identified with incorrect building details (e.g., GFA and property use code); or if owner information is incorrect.
For data corrections, complete the Clean Buildings Portal and Data Support. When filling out the form, include a list of the building(s) addresses, parcel IDs, the square footage and any additional documentation or information.
