State fleet vehicles are a major contributor to greenhouse gas (GHG) emissions. To meet GHG limits established in RCW 70A.45.050, state agencies need to transition fleet vehicles to battery-electric options. The State Efficiency and Environmental Performance (SEEP) Office is responsible for implementing Executive Order 21-04 (Zero Emission Vehicles) in partnership with the Department of Enterprise Services (DES). To rapidly transition state fleets to battery-electric vehicles (BEV), SEEP has established vehicle purchase exemption criteria, leads a comprehensive planning and implementation process, and supports investment in battery-electric vehicles and EV charging at state facilities.
SAFE is a set of tools for any agency to self-manage EVSE information to provide state employee drivers with better information about charging locations and capabilities across the state. The tools, based on popular cloud-based mapping solutions, consist of:

EO21-04 (PDF) requires state executive and small cabinet agencies to develop a fleet electrification implementation plan using a template provided by SEEP. Implementation plans must be updated every two years to ensure state agencies are on track to meet electrification goals and milestones, and to maintain accuracy of EVSE funding needs. The first agency implementation plans were completed in 2023.
On September 5, 2025, state executive and small cabinet agencies received the 2025 Implementation Plan template, which must be completed by December 15, 2025. Agencies should reach out to SEEP@commerce.wa.gov with questions regarding the 2025 Implementation Plan update.
EO21-04 (PDF) requires state executive and small cabinet agencies to submit data and progress reports to SEEP on an annual basis to monitor the state’s progress toward meeting the minimum fleet electrification targets. The 2024 Annual Report, as well as previous annual reports, are posted in the Resources section of this page.
In 2025, annual reporting data is being collected as part of the Implementation Plan update.
