This RFA seeks to provide grant funding to Eligible Multi-Family Housing Projects in the King and North Central Behavioral Health Regions (King, Okanogan, Chelan, Douglas and Grant counties) for the purpose of by establishing project-based permanent supportive housing units dedicated for eligible AHAH program participants across the state of Washington as outlined in Chapter 216, Laws of 2022 (ESHB 1866). Eligible projects are owned by non-profit, not-for-profit, public or tribal entities, including Federally Recognized Tribal Governments. Projects must have awards from the Washington State Housing Trust Fund or similar local, state, or federal public capital fund source. These projects must serve individuals at or below 30% Area Median Income, demonstrate the ability to accept referrals directly from the AHAH designated statewide Coordinating Entity (except where partnership between the Coordinating Entity and a local coordinated entry system is required by another capital funding source) and demonstrate the ability to honor the client’s choice of FCS provider for an agency of their choice.
Ineligible projects include but are not limited to: assisted living facilities, boarding homes, community land trusts, emergency shelters (including shelters for survivors of domestic violence), transitional housing projects, group homes, homes with loans for low-income homebuyers, licensed medical facilities, licensed or certified adult family homes or skilled nursing facilities.
Priority for funding will be based on:
- Geographic Region
- Source of Capital funding
- Stage of Development
- Type of capital project
- Registered By-and-For organizations or Tribes, Nations and Tribally Designated Housing Entities (TDHEs).
Applications will be accepted through 4:00 p.m. PT September 30, 2025. Commerce expects to announce preliminary awards within 45 days of the close of the application period.
