The Weatherization Plus Health program helps low-income families save money on energy bills, improve their health, and make needed home repairs. It combines weatherization upgrades with repairs that have been shown to reduce health risks and lower medical costs. Clients with disabilities, the elderly, children under the age of six, and clients with asthma or other respiratory illnesses are prioritized. The program also helps improve indoor air quality for Washington residents with:
- Asthma
- COPD
- Other respiratory conditions
We partner with community health workers to provide intensive home education, including low- to no-cost ways to improve and maintain air quality in your home. This education helps reduce health risks and healthcare costs for families.
What services are provided?
Everyone’s needs are different, but with community health worker partnerships, we can identify and tailor services to meet those needs. We offer tools and services including:
- Green cleaning kits
- Dust mite covers
- HEPA vacuums
- Carpet removal
- Flooring replacement
In addition to weatherization improvements, local agencies can provide healthy homes measures and address home repair issues. During a home assessment, at-risk households may be offered these additional healthy home measures (depending on the home or household needs) for:
- Slip, trip and fall prevention
- Mold and moisture reduction
- Pest mitigation
- Comprehensive cleaning
- Mechanical ventilation
- Other measures to be determined by the weatherizing agency
All work is completed based on technical standards and applicable building codes.
How to access services

The Washington Legislature created the original Matchmaker program in 1987. The name came from its dollar-for-dollar match model, which doubled the value of the state capital funds used for low-income weatherization. The program grew by combining state funds with support from utilities, rental property owners, and other partners.
In 2021, the program was renamed Weatherization Plus Health. Since 1991, state capital funds have been authorized for the program every two years.
In 2023, the Weatherization Plus Health Program was awarded $35 million through the Climate Commitment Act, twice the funding awarded in the previous biennium. This unprecedented amount of funding considerably increased the number of homes served by more than 500 homes than the previous biennium and has allowed the program to expand services. In addition to weatherization, the program now supports to cover improvements that make homes more durable, healthier and safer while reducing the energy costs for families.
The increased funding is now continuing into the 25-27 biennium, with the program receiving $30 million again through the Climate Commitment Act and state capital budget funding.
