Behavioral Health Facilities Program grants establish new behavioral health service capacity through acquisition, renovation or new construction of real property.
Our program may fund nonprofits, for-profit businesses, public entities, or Tribes that are community hospitals or community-based behavioral health providers.
Funded projects must be able to meet all applicable licensing and certification requirements under specific RCWs and WACs pertaining to the behavioral health services proposed in the facilities to which the funding will be applied.
Funding availability
Our program opens competitive and non-competitive funding rounds for behavioral health facility capital projects as funding is made available in the state capital budget.
The Legislature appropriated funding for the following two capital projects in the 2024 supplemental capital budget.
Commerce is authorized to award $4,122,500 to increase opioid treatment program services and access. The Health Care Authority and Commerce partnered on a request for applications to make awards to agencies that will be able to manage a successful capital project and have the ability to do the continued work of operating a facility.

Applications are due November 15, 2024, by 4 p.m.
Commerce is authorized to award $4,950,000 to increase service capacity in Thurston County or Mason County by 16 crisis triage and stabilization beds. The successful awardee must accept law enforcement drop offs and holds. After this minimum requirement is met, funding may be used to establish additional behavioral health services, such as at 23-hour recliners, at the same facility.

The Washington State Department of Health licenses and regulates inpatient and outpatient behavioral health agencies that may be certified to provide mental health, substance use disorder, problem gambling and gambling disorder services (ineligible for funding), or any combination of these types of services.

Our program may fund ESFs and ALFs with specified contracts – Enhanced Adult Residential Care in combination with Community Stability Support or Specialized Dementia Care Program.
