Transportation is Washington state’s largest source of harmful greenhouse gas emissions. The Transportation Fuel – Clean Fuels Program requires state agencies to reduce greenhouse gas emissions and the carbon intensity of transportation fuels by carrying out the Clean Fuel Standard. The law requires Commerce to prepare a fuel supply forecast and make a prediction regarding the availability of sufficient credits to meet the requirements of statute and rules.
Commerce must finalize a forecast by Oct. 2, 2026, for the compliance period of Jan. 1, 2027-Dec. 31, 2027. Commerce contracted with the Berkeley Research Group (BRG) to provide the factual and technical foundation for this effort. BRG also produced the previous forecast reports.
Public meeting on Clean Fuel Supply Forecast draft report
Commerce will host a meeting to review the draft report on Friday, Aug. 28, 2026, 9–10 a.m. to review the draft findings of the Fuel Supply Forecast.
