Steven’s Place: Expanding housing opportunities for those with the greatest barriers in Seattle’s Interbay

A new multifamily property located in Seattle’s Interbay neighborhood will provide 109 studio units and five respite units for those recovering from inpatient medical care.

Steven’s Place was funded by Commerce through the state Housing Trust Fund, joining other public funders such as the City of Seattle and King County.

Steven’s Place is the second permanent supportive housing property in Interbay developed by Downtown Emergency Service Center (DESC). The first, Interbay Place, is less than half a mile up the road. Both properties serve community members who have experienced chronic homelessness, or those who have been unhoused for a minimum of 12 months, or at least four occasions in the past three years, as defined by the U.S. Department of Housing and Urban Development.

Residents of permanent supportive housing properties like these are some of the most vulnerable individuals in King County. They are likely to experience homelessness due to a variety of factors, including histories of behavioral health disorders complicated by barriers to accessing psychiatric care and achieving long-term stability through medication.

DESC, like many of the providers in Commerce’s affordable housing portfolio, aims to serve those most likely to slip through the cracks when attempting to access housing. This is the mission of Steven’s Place and Interbay Place: to create housing opportunities that are low-barrier as possible to serve those in greatest need.

Steven’s Place residents will be referred via the King County Coordinated Entry system, which prioritizes placement based on level of need.  

Residents receive access to wraparound services, including behavioral health support, substance use disorder treatment, and employment assistance. Each tenant has an assigned support staff member onsite to help with medication monitoring, referrals to outpatient clinical and substance use disorder programs, and community event facilitation.
