State Home Electrification and Appliance Rebates (HEAR) Program
The State Home Electrification and Appliance Rebates Program provides grants to eligible third-party administrators to provide rebates and incentives to households and small businesses to purchase and install high-efficiency electric equipment and appliances.
How to get a rebate
Commerce made awards to eligible third-party program administrators in Spring and Summer 2024. Please visit the State HEAR Portal to find your local program administrator, and contact them to see if you qualify for a rebate.
Accepting Tribal Entity Funding Requests
Commerce is continuing to accept requests from Tribal Governments, and Tribal supporting entities to establish or expand incentive programs for high-efficiency electric equipment and appliances for Tribal households and Tribal small businesses. The funding request form will remain remain open until Commerce allocates the remaining funding for these entities. Commerce is no longer accepting funding requests for Local Government programs (Cities, Counties, and Municipal Utilities).

Who is eligible for a rebate?
- Low- & moderate-income (LMI), single- & multi-family, households with income 150% of Area Median Income (AMI) or less based on the U.S. Department of Housing and Urban Development’s Income Limits Dataset for your county
- Small businesses with fifty (50) or fewer employees
- Adult family homes licensed by the Department of Social and Health Services (DSHS)
Not all program administrators will offer rebates for all of the eligible recipients listed above, and the process for applying may vary. Please check with your local program administrator to learn if you qualify.
What equipment and appliances are eligible for rebates?
Eligible Equipment for rebates and incentives includes:
- Heat pumps for heating and cooling (i.e., Air-source, ground-source)
- Residential and commercial induction cooking equipment
- Heat pump water heaters
- Heat pump clothes dryers
- Electric panel & wiring upgrades required for installation of new electric equipment
Not all program administrators will offer rebates for all of the equipment listed above, and the process for applying may vary. Please check with your local program administrator to learn what rebates and incentives they offer.
How much funding is available?
Commerce is investing approximately $77,600,000 from the State Climate Commitment Act rebate and incentive programs across Washington State. Commerce funded the following sectors:
- Formula funding for Local Governments, including Cities, Counties, and Municipal Utilities to administer rebates and incentives to LMI households and small businesses
- Competitive awards and direct contracts with Community Action Agencies, Non-profits, Utilities, and State Agencies to provide rebates and incentives to LMI households
- Competitive awards for Community Action Agencies, Non-profits, and Local Governments to install heat pumps in adult family homes
- Funding for State and Federally Recognized Tribal Governments, Tribal supporting entities, and Tribal partnerships to administer rebates and incentives for Tribal households and Tribal small businesses
The HEAR Program is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.
