Pacific Apartments: Refurbished homes provide an oasis in Downtown Seattle

Pacific Apartments is a property with a long history. Originally opened as a hotel in 1915, it is now Plymouth Housing’s latest commitment to serving people with the greatest housing needs in King County.

After Plymouth Housing acquired the downtown Seattle property in 1993, it began offering Single Room Occupancy (SRO) units for single adults who experienced chronic homelessness. Observing the public health and privacy needs of tenants during the COVID-19 pandemic, Plymouth Housing began the process of renovation in 2023, converting these to private studio and one-bedroom units. The permanent supportive housing units were reopened in November 2025.

Pacific Apartments lost its communal kitchens and bathrooms in the renovation, but it has retained its community spirit. This is especially evident in the property’s breathtaking courtyard, complete with koi pond, a dramatic contrast from the neighborhood’s urban landscape.

This renovation was made possible by public funders such as the Washington State Department of Commerce, the Washington State Housing Finance Commission, the City of Seattle, and King County.

Pacific Apartments provides 87 permanent supportive housing units for previously unhoused tenants, including those with disabilities. Tenants coming inside after prolonged periods of being unhoused face a major transition. Plymouth Housing is intimately aware of this transition and provides certain amenities to ease such a burden, such as free laundry services, complementary furniture, and free starter kitchen items like pots, pans, and even food staples.

In addition to these amenities, Plymouth Housing also provides wraparound services, including medical and behavioral health services, family reunification, substance use treatment, and so much more.
