Commerce has many programs that fund the construction of capital projects and capital projects require planning and predesign activities prior to any award being made. Planning and predesign activities are often a barrier for smaller community-based organizations and tribes. The Planning and Predesign Capital Equity Program (PPCEP) provides grants and technical assistance to smaller organizations and tribes who serve underserved communities.

Three program parts
- PPCEP Community Partners – Community Partners serve as consultants to Commerce’s PPCEP overall, help draft the Request for Proposal for the Technical Assistance Consultants and Request for Applications for the Community Based Organizations. Community Partners will also facilitate conversations with People with Lived Experiences in underserved communities to identify facilities needed.
- Planning and Predesign Technical Assistance Consultants (TAC) – TACs will provide a wide array of technical assistance directly to Community Based Organizations in the planning and predesign phases of capital projects. Consultants are encouraged to exhibit cultural humility when working with Community Based Organizations that serve underserved communities. $1 million of PPCEP has been made available through the Affordable Housing Preconstruction Technical Assistance Services RFP.
- Planning and Predesign Grants for Community-Based Organizations (CBOs) – CBOs have a vision of a capital project and will be pursuing at least one Commerce capital funding opportunity by June 30, 2025.

Representatives of Atrómitos, LLC, will present a virtual workshop on Tues., April 29, 2025, at 11:00 a.m. PST to provide participants with practical strategies to build a sustainable fund development program and strengthen board engagement.
Attendees will explore how to:
- Integrate fundraising into daily operations
- Foster a culture of philanthropy
- Create a comprehensive fundraising and “friendraising” plan with clear metrics for success
- Engage board members in project planning and coordination with local planning and economic development partners
Participants will leave the session with tools and techniques to clearly define board member roles and ensure their alignment with organizational goals to sustain long-term momentum.
This workshop will feature the following experienced experts and thought leaders:
Kate McNulty, Principal Consultant at Atrómitos, has spent more than two decades successfully guiding organizations through the intricate and competitive federal grant funding application and management processes. Kate understands the importance of fund development and has experience cultivating new funding opportunities that are responsive to client and community needs in the housing, human service, and clinical/educational healthcare arenas. Throughout her career in both government and the private sectors, Kate has worked diligently to ensure healthcare compliance, healthcare research compliance, and strict adherence to ethical practices.
Amanda Rodgers, Principal Consultant at Atrómitos, Amanda Rodgers has more than a decade of experience in program evaluation, data collection, and strategic planning. Recently, she directed a comprehensive stakeholder engagement process, which included interviews, focus groups and an electronic survey of nearly 1,000 respondents for the Washington State Human Service Provider Study. She also participated in a cancer prevention and research needs assessment, providing quantitative and qualitative analyses to uncover statewide trends.
