On June 29, 2026, the Department of Commerce (Commerce) published a draft of the 2027 Low-Income Home Energy Assistance Program (LIHEAP) Model Plan Application.
The 2027 LIHEAP Model Plan Application describes how Washington, with community-based agencies and local governments, will provide energy assistance and weatherization services to low-income households.

Commerce is accepting public feedback about the upcoming LIHEAP Model Plan.
- Submit your comments: Public comments will be accepted through email or Microsoft Forms until Aug. 4, 2026 at 10 a.m.
- Attend the public hearing: On Aug. 4, 2026, Commerce will conduct a virtual hearing about the 2027 LIHEAP Model Plan Application over Microsoft Teams. Public comments are encouraged. The hearing is from 1 p.m. to 3:30 p.m.
