Energy Assistance under the Clean Energy Transformation Act (CETA)
Utility Energy Program Assistance Survey Tool
In accordance with RCW 19.405.120, all electric utilities in Washington are required to report data on energy assistance programs to Commerce between July 31 and Nov. 13.
Data will be collected using a survey tool developed by Commerce with support from a technical advisory group (TAG). The link to the survey tool is available below, along with instructions, utility Energy Independence Act reporting numbers, third party reporting forms, and copies of the survey’s questions.
We advise everyone to read the instructions before attempting the survey. If multiple individuals need to work on a survey, we recommend downloading the Word document and passing it among the group and having one individual input the group’s responses into Survey Monkey when finished.

CETA Data Technical Advisory Group (TAG)
Commerce has convened a TAG to provide leadership and guidance to Commerce for the development of best practices and resources to implement data collection under RCW 19.405.120(3).
The TAG consists of at least one representative from the following groups:
- Utilities and Transportation Commission
- Investor owned utility
- Rural electric cooperative
- Municipal utility
- Community action program
- Low-income ratepayer advocate
- Environmental advocate
Persons representing each group have volunteered to be part of the TAG. The list of TAG members is available here.

Upcoming meetings and workshops
Topics for upcoming meetings are subject to change based on the needs of the Data TAG.
Many thanks to all the members of the Data TAG and stakeholders who have participated in this year’s work. No further meetings or workshops are scheduled at this time. Commerce will reconvene the Data TAG in 2021.
