RFP: Programmatic environmental impact statement for transit-oriented development

Commerce seeks proposals to develop a Programmatic Environmental Impact Statement for use by cities working to implement new transit-oriented development requirements.

Laws passed in 2025, such as HB 1491, require some Washington cities to adopt high-density zoning and other measures within walking distance of certain transit stations. Such work typically includes preparing an environmental impact statement (EIS). The goal of this project is to issue a statewide programmatic EIS that proves useful to jurisdictions evaluating zoning changes and related issues for transit-oriented development projects.

Commerce intends to award one contract for this project not to exceed $500,000 in the initial period of performance. Additional funding may be made available to extend the project to the end of 2027.

Eligibility

Minimum qualifications include:

Five years of experience developing programmatic EIS and/or experience developing EIS on a statewide basis;
Three years of experience developing State Environmental Policy Act (SEPA) assessments related to transit-oriented, infill, or high-density development;
Project staff with expertise and experience with Washington state’s Growth Management Act; and
Adequate organizational capacity to complete the project on time or early.
