Commerce is accepting proposals from nonprofit organizations to support the District Energy Campus Upgrades Committee, which was established by the 2026 supplemental capital budget (SSB 6003). The committee helps drive data-driven, cost-effective investments to decarbonize state district energy systems, improve the energy efficiency of state-owned buildings and identify opportunities for state agencies to advance decarbonization projects within existing budget constraints.
The selected nonprofit will facilitate committee meetings, prepare a report that prioritizes capital projects for state campuses and analyze barriers that make it difficult for state agencies to use energy-as-a-service models and public-private partnerships. As required by the legislative proviso, only nonprofit organizations are eligible to apply.
How to submit proposals
Email your proposal to the RFP Coordinator at Angie.Hong@commerce.wa.gov. The proposal must be received by the RFP Coordinator no later than August 6, 2026, 5 p.m.

- Pre-proposal conference: July 13, 2025, at 1 p.m.
- Question and answer period closes: July 21, 2026
- Proposals due: Aug. 6, 2026, by 5 p.m.
- Apparent successful contractor expected to be notified: Aug. 26, 2026
Pre-proposal conference
We’ll host a virtual pre-proposal conference on July 13 at 1 p.m. PDT. A recording of the conference will be available in the RFP materials folder (on Box) after the meeting. Attendance is recommended, but not required.
