The Department of Commerce is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified and interested in conducting an evaluation of the short-term and long-term facility needs to maximize usage of the Pacific Tower property located at 1200 12th Ave. South in Seattle.
Located on Beacon Hill in one of Seattle’s most iconic buildings, Pacific Tower brings together the health care training programs of Seattle Central College with leading organizations whose work spans issues of health care, education, job creation, energy conservation and the health of the nonprofit sector. The driving vision for Pacific Tower is to create an environment that fosters intentional linkages and synergies among the partner organizations to magnify their impact.
Over time, shifts in workplace trends, including increased telework and changes in space demand, have contributed to underutilization within the building. At the same time, the existing lease and sublease structure presents ongoing financial and operational considerations that warrant further evaluation.
Commerce intends to contract with an entity with innovative expertise in space planning, financial modeling, and public-sector real estate management to use a visionary approach to produce an evaluation report that addresses both limitations and opportunities to reconfigure the Pacific Tower to better align with its community-focused mission as established by the 2013 legislative intent. The evaluation report will present the results of a collaborative process with key stakeholders to balance the goals of financial sustainability and community purpose.
We have budgeted an amount of $215,000 for this work.

Pre-proposal conference
A pre-proposal conference for all applicants will be held on April 24, 2026, from 10:00 to 11:00 a.m., Pacific time. The pre-proposal conference will be virtual only, on Microsoft Teams. All prospective Proposers are encouraged to attend; however, attendance is not mandatory.
