Commerce’s Community Reinvestment Program (CRP) is requesting proposals from technical assistance providers to help CRP‑funded reentry organizations become Medicaid‑billable providers. This investment aims to strengthen Washington’s reentry ecosystem by supporting community‑led, culturally grounded organizations.
Selected applicants will help providers build the tools, partnerships and systems needed to sustain essential services through Medicaid‑supported funding.
Commerce will select one or more technical assistance providers to support community‑based organizations that serve people returning from incarceration. Funding will support by‑and‑for organizations in:
- Building structured case management workflows
- Strengthening billing readiness
- Developing compliance processes
- Improving data reporting systems
- Submitting Medicaid claims
- Facility coordination and connection
Technical assistance will focus on providers working in the Monroe Correctional Complex, Washington Corrections Center for Women, Coyote Ridge Corrections Center and other state correctional facilities.
Contract term and funding
The contract period is September 1, 2026, through June 30, 2027.
Commerce will award about $300,000 in technical assistance funding. The total amount will be divided across three regions, with up to $100,000 per region. Applicants may apply for one or more regions.
