Commerce’s Community Reinvestment Program (CRP) is soliciting proposals from organizations, businesses and tribes to provide support services for people returning to communities after incarceration. This includes pre- and post-release navigation, employment support, training, cross-system coordination, healing-centered practices and other supports.
Who is eligible for reentry grants
Tribes, businesses and community-based organizations are eligible to apply for CRP reentry grants. This includes, but is not limited to:
- By-and-for organizations
- Community-based organizations
- Faith-based organizations
- Grassroots organizations
- Federally recognized tribes
- Non-federally recognized tribes
- Tribal organizations
- For-profit businesses
- Non-profit organizations
- Others that meet the minimum qualifications (see Section 1.3 Minimum Qualifications of the Reentry RFP for more details)
Funding available
Total available funding is $2,252,034 for reentry services. Commerce expects to award multiple contracts for this grant.
The maximum amount an organization can apply for varies by which region of Washington they are serving. Awards will range from $80,000 to $400,000.
Pre-Proposal Conference

How to apply
Applicants are required to register for a Secure Access Washington account.
To apply for the Reentry RFP:
- Log into the Solicitation Management System (SMS) portal. Select “Agree and enter.”
- Select “Secure Access WA Login.”
- Sign into the Secure Access WA website.
- Go to the Applicants Portal to view the Applicant Guides. It will explain how to use the SMS portal and apply.
Proposals may not be transmitted using facsimile transmission nor by email.
Deadline
The proposal must be received by the RFP Coordinator through Secure Access Washington SMS portal no later than 11:59 p.m. PT on February 13, 2026.
