The Department of Commerce is issuing a Request for Applications (RFA) to solicit proposals from qualified applicants interested in administering the Low-Income Home Rehabilitation Grant Program (HRGP) in rural areas of Washington State, defined by the U.S. Department of Housing and Urban Development as “non-entitlement” areas.
The HRGP provides funding to help low-income households address health, safety, and durability issues in existing single-family homes. Eligible services include home repair and improvement activities for individuals who own and permanently reside in their single-family residential structures. Priority must be given to homeowners who are:
- Senior citizens
- People with disabilities
- Families with children who are five years old and younger
- Veterans
Available funding
Commerce has $2,954,951 available and will issue multiple awards under this solicitation. The maximum award amount for this contract period is $325,000 per successful rehabilitation agency applicant.

Minimum qualifications
- Licensed to do business in Washington state or submit a statement committing to obtain licensure within 30 calendar days of being selected as the Apparently Successful Applicant (not required for tribal entities).
- Two years of experience within the last five years in home renovation-related programs, such as housing rehabilitation and/or weatherization.
- Two years of experience within the last five years providing services through low-income home repair programs.
- Ability to provide services in rural non-entitlement areas of Washington state.

Questions regarding the solicitation are only accepted during the applicant conferences and during the designated Q&A period. Questions will not be answered directly. Instead, the coordinator will post responses periodically, no later than Wednesday, February 25, 2026.
