The Washington State Department of Commerce is initiating this Request for Qualifications and Quotes (RFQQ) to solicit proposals from those interested in participating in a project to provide services to the state related to construction review, monitoring, and evaluation for projects administered by the Multifamily Housing Unit (MHU) including projects funded through the Housing Trust Fund (HTF), the National Housing Trust Fund (NHTF), and the HOME program in accordance with federal, state and local laws and regulations. MHU provides grants and loans to eligible recipients for the construction or acquisition and rehabilitation of affordable housing across the state to serve households with low-income and special needs. The Department of Commerce management has determined these services must be performed to reduce the state’s risk of loss and to ensure projects are built to last the length of commitment referenced in the HTFs contracts. The purpose of the RFQQ is to solicit qualifications, experience, recommended approach/methodology and fixed cost for the required services.
- Project title: Construction Review and Evaluation for a Large Affordable Housing Construction Portfolio.
- Response due date: MAY 19, 2025 at 5:00 PM, Pacific Daylight Time. Only bids sent via email will be accepted. Submission by fax, mail, or hard copy, or other form of submittal will not be accepted.
- Expected time period for contract: July 1, 2025 – June 30, 2027 with extension for up to two additional two (2)-year periods to complete work associated with the scope, at the sole discretion of the Washington State Department of Commerce. This does not provide an extension of budget.
- Consultant eligibility: This procurement is open to those consultants that satisfy the minimum qualifications stated herein and that are available for work in
Washington State. - Funding source and method: This is State and Federal-funded program. Payments will be made on a reimbursement basis for deliverables accepted and/or allowable time and
expenses.
