    Why is homelessness increasing? Homelessness has increased in Washington since 2013 due to multiple factors, but overwhelmingly because growing rents are pushing people living at the margins into homelessness.

    We work with partners and communities to establish ongoing and future funding, policy, and best practices to improve the lives of homeless youth and young adults in Washington. Funding for the Office of Homeless Youth is specifically allocated to several programs, each with a targeted mission, working together to increase youth and young adults’ stability and well-being.     Crisis Residential Centers (CRC)

    Temporary residence, basic needs and services such as assessment, referrals, family reconciliation, and behavioral health support while assisting youth in obtaining safe and stable housing. Residential programs serving youth under age 18 must be licensed by the Department of Children, Youth, & Families, except for unlicensed host homes operated through the Transitional Living Program.

    Serve youth for up to 15 days who have run away, are experiencing family conflict, or whose health and safety may be at risk. Youth may voluntarily self-refer, be referred by law enforcement due to circumstances which constitute a danger to the youth’s safety, or be referred by DCYF or the court when an out-of-home placement has been approved.

    HOPE Centers

    Serve youth for up to 30 days who are living on the street or another unsafe location. Youth must voluntarily self-refer and may be assisted by family, friends, schools, law enforcement, tribes, social workers, or other community based organizations.

    Business Development Update

    With a renewed focus on recruitment and investment, the Office of Economic Development and Competitiveness has been pretty busy over the last few years. Since 2013, the OEDC’s Business Development team, in partnership with economic development agencies statewide, has attracted or retained 135 projects, creating an estimated 14,297 jobs.

    Thirty-six percent of those recruitment wins were in aerospace, followed by agriculture/food manufacturing (12.1%) and information & communication technology (10.3%), Fifty-one percent of these projects were located or sited in rural parts of the state.

    New IPZ’s designated

    The Washington State Department of Commerce has designated one new Innovation Partnership Zone (IPZs) and reauthorized two others to help spur regional economic growth in key industry sectors. The Central Washington Data Analytics Technology IPZ became the 14th Innovation Partnership Zone. It is based in Wenatchee. Read more about partnership zones.

    Energy Division

    People in Washington spend more than $20 billion per year on energy. Most of this money leaves the state to pay for oil and natural gas. Our state energy priorities get the most out of our state’s exceptional mix of innovation, free enterprise and green stewardship. The Washington State Energy Office reviews energy issues, works on the benefits of energy and moves us toward our state energy goals. We provide energy policy support, analysis and information to the state and provide energy grants to Washington state entities.

    Housing Division

    Working to make housing accessible to all, Commerce is committed to safe and affordable housing solutions. Commerce provides tools to local governments, nonprofits and community action agencies to ensure that everyone is housed in their communities. Our support ranges from capital funding to build and preserve affordable housing stock to programs that prevent families from becoming homeless.
