2011-2013 Competitive Grant Process
Information and suggestions about applying for a grant

Applications for the 2011-2013 round will be available Spring of 2010. 
 
ARE YOU ELIGIBLE FOR ONE OF OUR GRANTS?
 
Our competitive grants are only open to nonprofit organizations registered in the State of Washington and possessing a current or advance ruling 501(c)3 Internal Revenue Service registration.  A nonprofit may apply in partnership with a governmental jurisdiction or tribe if the nonprofit is the lead applicant (please discuss your situation with our staff). Other eligibility criteria include:
 
  • The applicant must have control of the project site either through ownership or a long-term lease (a minimum of 15 years).  
  • Substantial progress has been made on an active capital fundraising campaign dedicated to the project. 
 
In addition, each of our three competitive programs has unique eligibility criteria.
 
 
In the last application cycle, the primary reason why an applicant was not recommended for funding was because it did not meet the above-listed eligibility criteria.  For example:
 
  • Numerous applicants submitted lease agreements that were still in draft form.  Such agreements must be executed by the application deadline.
  • Some applicants incorrectly assumed that we make “lead” gifts early in a capital campaign.  That is not the case.
  • Although our advisory committees are sensitive to the need for a diversity of fundraising approaches, they are skeptical of capital campaigns that are too dependent upon loans.
  • Some partnerships were rejected because they did not have an executed joint-operating agreement, the financial arrangements were unclear, or a local jurisdiction benefited more from the partnership than the nonprofit.

STATE PREVAILING WAGES REQUIRED OF GRANTEES

Capital projects that receive state funds in the 20011-2013 Biennium must pay state prevailing wages for all construction labor.

The Department of Labor and Industries (L&I) is the lead state agency in implementing prevailing wage law. For more information, contact L&I Industrial Statistician David Soma by email or call 360/902-5330.
