CM-COMMUNITY ORGANIZING CURRICULUM
The Community Mobilization Program (CM) was established in 1989 by RCW 43.270, which requires “communities to develop targeted and coordinated strategies to reduce the incidence and impact of alcohol, tobacco, or other drug abuse, or violence;” and Commerce “to support the development and activities of community mobilization strategies against alcohol, tobacco, or other drug abuse, and violence.”
It is the job of the Community Mobilization Coordinators working for their local communities in Washington’s 39 counties to communicate the needs and work to build inclusive organizations for cooperation, collaboration, and the community commitment required to help communities become organized and effective in reducing substance abuse and violence.
Many CM Coordinators come to their jobs from other fields—government, management, nursing, social services, business, etc. They come with a passion for their work to reduce and prevent substance abuse and violence. What they don’t necessarily come with is a background in substance abuse prevention theory. And they rarely come with the skills and training required to help organize their communities to do this work.
Curriculum has been developed that is being used to provide CM coordinators, key community leaders, and others working in community organizing with the skills necessary for successful community organizing efforts.
The curriculum contains the following cross-cutting themes:

§ Cultural Competency and Cross Cultural Effectiveness
§ Facilitating and Leading Change
§ Capacity Building, Sustainability
§ Community Ownership
One westside training, one eastside training, and one training of facilitators are scheduled to occur each year.
