WA State 2010-2014 Consolidated Plan Draft Available for Comment
 
The Washington State 2010-2014 Consolidated Plan Draft is available for review and public comment from September 23 to October 22, 2009.  This 5-year plan determines priorities, establishes strategic goals, and allocates resources for the U.S. Department of Housing and Urban Development (HUD) funded programs administered by the state, namely: the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grants (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) programs.

Commerce’s 5-YEAR CONSOLIDATED PLAN for use of HUD funds
 
The Consolidated Plan determines priorities, establishes strategic goals, and allocates resources for the U.S. Department of Housing and Urban Development (HUD) funded programs administered by the state, namely: the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Shelter Grants (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) programs. 
 
The required elements of the state’s Consolidated Plan include:
 
  • An assessment of housing and community development needs for the ensuing five-year period;
  •  
  • An analysis of the state’s housing markets;
  •  
  • A discussion of the state’s strategies, priority needs, and objectives for housing and community development activities; and,
  •  
  • An action plan that describes the state’s method for distribution of 2010 funds expected to be received from HUD.
 
The draft 2010-2014 Consolidated Plan and draft 2010 Action Plan will be available on Commerce’s website or upon request for a thirty-day public comment period beginning mid-September 2009.

The 2009 Action Plan explains how CTED will distribute the funds received from Housing and Urban Development, specifically from CDBG, the Emergency Shelter Grant Program (ESGP), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons With Aids (HOPWA) programs.  Annually, the Action Plan formally amends the state’s 2005 – 2009 Consolidated Plan for Housing and Community Development.

Consolidated Plan 2005 - 2009

The Consolidated Plan is a five-year plan required by HUD that reveals the critical housing and community development needs in Washington and describes how we will use approximately $33 million from HUD to address these high priority needs.
