CDBG Program Information

Since 1982, the Community Development Block Grant (CDBG) Program has provided grants to Washington State cities and counties for  housing rehabilitation, economic development, infrastructure, community facilities, planning, and public services projects.

Eligibility Guidelines

Eligible applicants are:

  • Washington State cities and towns with less than 50,000 in population
  • Counties with less than 200,000 in population that are non-entitlement jurisdictions or are not participants in a HUD Urban County Entitlement Consortium.

  • Map and List of Eligible Jurisdictions

  • Potential subrecipients can include:

    • Non-profit organizations
    • Indian tribes
    • Special purpose organizations such as public housing authorities, port districts, community action agencies, and economic development councils

    However, eligible jurisdictions may choose to serve Indian tribes within their jurisdiction or involve other organizations in the operation of projects funded under the program.

    Projects must principally benefit low- and moderate-income persons.  Low- and moderate-income is defined as 80 percent of county median income.  Applicants may submit one request per fund each program year.


    HUD's 2000 Census Data for Low and Moderate Income (LMI) Jurisdictions

    HUD has not yet calculated low-and moderate-income data based on the 2010 Census.  We anticipate this data will become available the end of 2012.  The information below is taken from 2000 census data.


     2012 CDBG Income Limits

    The income limits for all eligible counties in the state of Washington are available.  They are effective December 1, 2011 for existing and new CDBG projects.
