The Budget Office develops and oversees Commerce's operating and capital budgets. These budgets include over 40 separate funds and 115 different appropriations. Commerce uses a semi-centralized approach to budget management, which enhances Commerce’s ability to meet all budget requirements and deadlines. Commerce budget analysts work side-by-side with budget coordinators and program managers to ensure all funding is expended according to project and legal requirements.
The primary functions of the Budget Office include:
Prepare expenditure and revenue allotments for operating and capital budgets,
Monitor budget expenditures, revenues, and trends.
Prepare periodic and ad hoc financial reports for management and program use.
Provide budget information on a timely basis to the agency director and management team.
Respond to requests for budget information from OFM and legislative staff, other agencies, and the public.
Develop and submit biennial, supplemental, and unanticipated receipt budget requests, activity descriptions and recasts, program structure changes, allotments, and all other requirements to appropriate requesting agency on time and exceed standards.
Design, develop, implement, and/or update budget monitoring tools and standards.
Manage and oversee agency periodic budget reviews.
Provide allotment, budget development, and fiscal note training for budget coordinators and program managers.
Provide resource management training for budget coordinators and program managers.
Communicate with representatives from other state agencies to ensure coordination of cross-agency budget issues.
Coordinate and manage the state fiscal note process for the agency.
