Home Repair and Rehabilitation Program (HRRP)

The Washington State Department of Commerce Housing Division manages the Home Repair and Rehabilitation Program (HRRP). The HRRP program provides services to low or very low income households for:

  • Home emergency and minor repair and rehabilitation
  • Manufactured or mobile home (MH) replacement
  • Storm damage repair

The HRRP is funded through the Washington State Housing Trust Fund (HTF).

 How to Qualify

To qualify, households must earn 60 percent or less of the state median income (SMI) or 200 percent of the federal poverty guideline (FPG), whichever is greater -- priority services will go to those with incomes not exceeding 125 percent of FPG. The HRRP is following the income eligibility guidelines for the Washington State Energy Assistance Program/Low Income Home Energy Assistance Program (LIHEAP). The guidelines are outlined in the Managing the Low-Income Weatherization Program manual.

What Kind of Home is Eligible?

Single-family, owner-occupied, site-built or manufactured homes are eligible under the program. The Department of Commerce subcontracts with community action agencies and housing authority providers throughout the state to administer the program at the local level.
