Growth Management Grants  - We administer the Growth Management Act (GMA) Grants Program to help local governments pay for work completed to comply with GMA requirements. All counties and cities subject to RCW 36.70A.040 are eligible. Grants may be expended for any purpose directly related to the preparation and adoption of comprehensive plans and development regulations; conducting of surveys, data gathering and management activities, retention of planning consultants and other related purposes.

Energy Efficiency through Transportation Planning (EETP)Grants

Application guidelines for Energy Efficiency through Transportation Planning EETP grants were available from GMS through October 26, 2009.  This was a competitive grant program open to all Washington State cities and counties.  A total of $770,000 was available for projects and programs that reduce energy use and greenhouse gas emissions in the transportation sector.  The application period for this grant has now closed.  GMS will be evaluating and scoring the applications and awarding grants by the end of 2009.  Awardees will be conducting grant activities through April of 2012. What other sources of grants and other funding information are available for Washington State?
 
  • http://www.infrafunding.wa.gov/ has a free searchable database of funding opportunities for infrastructure in Washington State.  This database is the product of a multi-agency group called the Infrastructure Assistance Coordinating Council (IACC). 
  • http://www.commerce.wa.gov/ is the main website of the Department of Commerce.  This website has information about the department's programs including grants and loans and can provide contact information to connect with staff who know the latest about any grant or loan program. 
  •  http://access.wa.gov/  is the main website of the State of Washington.  Here you can find paths to lists of state websites, agency contacts, and services a-z which can lead to grants information.  There are dozens of state agencies that offer grant or loan programs.  Contact agencies in your area of interest for grants they offer. 
  •  http://www.mrsc.org/  is the website of the Municipal Research and Services Center of Washington.  The Municipal Research and Services Center (MRSC) is a non-profit, independent organization funded by Washington counties, cities and special districts whose mission is: "working together for excellence in local government through professional consultation, research and information services."  The MRSC website has wonderful resources on a multitude of topics mostly for local governments.  They have excellent extensive lists of grant seeking resources and sources of funding opportunities, both state and federal. 

Grants Resources Offered Free to Cities
The Department of Commerce (Commerce) created the Grants Inventory Program, providing grants resources free to cities. 
 
Commerce has purchased GrantStation multi-year subscriptions to grants resources for all Washington cities.  The Association of Washington Cities selected a contact person for each city to receive a subscription, in many cases the City Clerk/Treasurer or the Economic Development person.  GrantStation then sent an email welcome letter to that contact person with an ID and password for access to all their grants resources by all city staff.  If your city can't locate its ID and password, contact Tina Roose at :  TinaR@Commerce.wa.gov  to ask GrantStation to email your city's ID and password again.  The ID and password may be shared with all city staff, though only one person may use them at a time or both users will be blocked.  Most cities set up a simple sign up system to avoid simultaneous use.
 
What grants resources does my city get?
Inventories of Grant Opportunities.  GrantStation offers searchable online databases of grants information about all types of funding--federal, state and private.  There is a separate section with state grant opportunities.  CTED partnered with GrantStation to develop and load an inventory of Washington State agency grants and loans, including live Internet links.  This project is ongoing. 
Capacity-building resources for grant seeking.  GrantStation provides technical assistance as well as online training on grant seeking and grant writing.  There is a good online tutorial on how to use their resources. 
Grants Alerts.  The Insider, a weekly e-mail alert with information about new federal and private funding opportunities as well as trainings, conferences and other funding news.  Your contact person will automatically receive this alert.  CTED has now co-branded this newsletter with GrantStation so anyone may subscribe for free.  Here is the link:  Subscribe to the GrantStation Insider brought to you by the Washington State Department of Commerce.  If someone tries the newsletter and doesn't want to continue, there is an unsubscribe link at the end of each issue.
 
What if I'm not from a city?
The GrantStation subscriptions are being awarded to Commerce-designated government organizations including all Washington cities, counties, ports, tribes, and some other entities engaged in economic development.
