Assists the Washington State Department of Corrections and units of local government in developing and implementing residential substance abuse treatment programs within state and local correctional facilities in which prisoners are incarcerated for a period of time sufficient to permit substance abuse treatment.The Department of Commerce receives funding from the U. S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance through the Omnibus Crime Control and Safe Streets Act (1968 as amended), to develop or enhance substance abuse treatment programs for offenders. The Department solicited for the SFY 2006 Residential Substance Abuse Treatment Applications for continuation projects. The Department released two applications, one for the Department of Corrections, and one for Local Jurisdictions having jails certified for residential treatment projects. RSAT Projects must meet certain facility and professional staffing certifications before being eligible for funding under the grant. All current projects have been certified by the Division of Alcohol and Substance Abuse's Certification Section. Staff certification is done by the Department of Health. Chemical Dependency Staff Certification by DOH requires professionally certified Chemical Dependency treatment personnel to staff CD treatment facilities providing CD treatment to participants who are state funded. RSAT also requires this certification for participants receiving CD treatment.
