Mr. Minos is responsible for key communication elements that promote DOE’s domestic and international programs relating to alternative and renewable energy sources, energy efficiency, energy conservation, greenhouse gases and climate change, carbon sequestration, electric transmission, and advanced energy sciences. He will address the clean energy opportunities for Washington in the federal stimulus package.

Gov. Gregoire will discuss how the transition to a clean energy economy supports her vision for the state’s robust economic development in a world with constraints on carbon emissions.

1:30 - 2:30 ORGANIZING MEETINGS
These sessions are focused on providing potential proposers for federal competitive grants the opportunity to describe their projects, ask questions regarding current information, and network with other proposers. Sessions will focus on answering the question: “What will a winning proposal look like?”
 
Room 615 Smart Grid and Electric Vehicles
Moderators:
Craig Gannett, Attorney, Davis Wright Tremaine & David Kaplan, Clean Energy Systems Advisor, CTED
This session will begin with an overview of the DOE funding for smart grid including BPA borrowing authority and loan guarantees. Session will include additional detail on BPA and PNNL’s proposal to DOE. Attendees will include public and investor owned utilities, regulators, contractors, and businesses with technologies related to smart grid.
Room 616 New Technologies for Renewables, Energy Efficiency, and Storage
Moderator:
Dave Benson, Attorney, Stoel Rives LLP
This session focuses on funding for research and development for new energy technologies. Attendees will include research institutions and companies looking to develop and demonstrate next generation renewable, efficiency, storage technologies as well as carbon sequestration.
Room 617 Renewable Energy Project Development

This session will focus on the funding available to renewable project developers using proven technologies. The session will focus on the tax provisions and direct spending in the ARRA that can help project developers get projects under construction
Room 618 Energy Efficiency - Products and Service Models

This session will review the funding for energy efficiency efforts and focus on the existing and proposed models for improving energy efficiency in the residential, commercial, and industrial sectors. Participants will include state and local governments, utilities, efficiency contractors, and community-based non-profits.
Room 619 Energy Efficiency - Financing Models
Moderator:
Maud Daudon, President & CEO, Seattle Northwest Securities
Approaches to financing efficiency are getting as much attention as the service models for delivering them. This session will
explore how new tools in the ARRA with Qualified Energy Conservation Bonds, tax credits, and energy grants in lieu of tax credits can be used to increase investments in energy efficiency.
Room 620 Worker Training
Moderator:
Alan Hardcastle Ph.D., Research Associate, Washington State University
ARRA includes substantial resources for worker training for clean energy jobs. This session will bring together community colleges, worker training programs, and industry leaders to discuss how to put worker training dollars to maximum benefit.
Room 604 State Energy Program
Moderator:
Tony Usibelli, Assistant Director, Energy Policy, CTED
Staff will provide additional details on plans for the $60 million State Energy Program (SEP) that will be adminstered by CTED. CTED staff will answer questions and solicit feedback from potential applicants for SEP funding.
2:45 - 3:45 ORGANIZING MEETINGS - CONTINUED
Participants will stay with the group from their first session and work together to identify action steps to improve the chances that clean energy proposals from Washington in that segment will be successful and will serve as a catalyst for the transition towards a clean energy economy.
4:00 - 4:30 CLEAN ENERGY ECONOMIC DEVELOPMENT PERSPECTIVE
