Homelessness Prevention and Rapid Re-Housing (HPRP)

The Housing Division does not provide direct housing support, assistance or services to individuals or families.  The Division administers funding to local providers within the state of Washington, who in turn provide services to individuals and families. For additional provider referrals, call 211 statewide.
 
The Department of Commerce is a grantee of the Department of Housing and Urban Development (HUD) and will administer the HPRP award for eligible counties and cities in the balance-of-state. The Housing Division will be issuing grants to eligible HPRP service providers by September 1, 2009.  Grantees may only begin work on HPRP activities after they receive a Start Work memo from Commerce which will notify them that their Homeless Management Information System (HMIS) has been reviewed and can report accurate client data.

In addition to reporting client data in HMIS, here is a draft reporting form for additional data that will be required quarterly by grantees.
 
Homelessness Prevention and Rapid Re-Housing Program (HPRP) is funded under the Homeless Prevention Fund created under Title XII of Division A of the American Recovery and Reinvestment Act (Recovery Act) of 2009.

The purpose of the HPRP is to provide homelessness prevention assistance to households who would otherwise become homeless - many due to the economic crisis - and to provide assistance to rapidly re-house persons who are experiencing homelessness. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including:  short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.
