Affordable Housing Cost Study Final Report (new 10/07/09)
 

In 2008 the Washington State Legislature instructed the Department of Community, Trade, and Economic Development to evaluate the development costs associated with building Affordable Housing funded by the Housing Trust Fund. 

 

Legislative Proviso Capital budget supplemental appropriations, per Chapter 328, Laws of 2008, Sec. 1005 called upon CTED to: 

  1. Identify and analyze all costs associated with affordable housing development projects financed through the Washington Housing Trust Fund, cost associated with legal and architectural services, permitting and impact fees, land acquisition and recommendations for changes to public policy and department procedures , to reduce the cost identified and make recommendation for potential performance measures appropriate for each strategy identified.
  2. Analyze and address the fiscal impact of public policies of the state and of local governments, Washington housing trust policies and general market forces on affordable housing development.
  3. Report of findings and recommendation due to the governor and committees of the legislature September 30, 2009.

The Cost Study methodology includes: stakeholder involvement, data collection, data analysis, market rate cost comparison, housing cost policy analysis and recommendations, and a full written report to the Washington State Legislature.

 

 

Comparing Costs and Characteristics of Housing Assistance Programs Report 09-1, Joint Legislative and Audit Review Committee (JLARC) Final Report
 

In the 2007-09 Biennial Operating Budget (SHB 1128), the Legislature directed JLARC to conduct an evaluation and comparison of the cost efficiency of rental housing voucher programs versus other approaches to provide housing assistance.

Washington State Affordable Housing Inventory, Washington Low Income Housing Alliance
 

In 2007 the Washington State Legislature instructed the Department of Community, Trade and Economic Development to prepare an inventory of housing assistance programs. The projects goal is to assess and report on affordable housing within the State of Washington. The inventory must survey specific organizations and agencies and compile and report on key measures.

 

The Washington Low Income Housing Alliance, under contract from CTED, is undertaking a detailed technical assessment of affordable housing programs in Washington State, with an accompanying and complementary assessment of housing need. 

 

The inventory includes:

  • ·         All state funded programs,
  • ·         Washington State Housing Finance Commission programs,
  • ·         All programs funded by local governments
  • ·         Housing authorities

The inventory details:

  • ·         Expenditures from fees and taxes specifically authorized by state law for housing assistance and homeless programs,
  • ·         Property tax and sales tax provisions that are intended to support housing assistance programs, 
  • ·         Federally funded housing assistance programs provided in the state.
  • ·         A program’s biennial appropriation and expenditure levels since the 1999-2001 biennium through the 2007-2009,
  • ·         Eligibility criteria and the amount of benefit provided per unit or per family,
  • ·         Number of units or families assisted.

Inventory methodology includes: stakeholder involvement, data collection, data analysis, reporting that includes a needs statement, public dissemination of the report including communication to CTED and the Washington State Legislature and recommendations for future analysis.

 

This scope of work covers a 24-month period, from October 1, 2007, to September 30, 2009. The proposed contract amount for this work is $200,000.
