2008 Washington State Utility Resource Plans Report
Submission of Electric Utility Resource Plans Cover Sheet
Washington State Utility Resource Plans, 19.280 RCW (2006 House Bill 1010)
Reporting due September 1, 2008
All Washington State Electric Utilities are required to submit a cover sheet summarizing their Resource Plan or Integrated Resource Plan. To facilitate the required reporting CTED has developed a website. The website includes a method for submitting a cover sheet and an opportunity to submit a resource plan document.

Before you begin:
Go to the website and get a copy of the instructions
Decide on a username and password. This may be used by more than one person in the utility. A utility may have more than one user and password
Prepare a draft of the cover sheet (a blank is included with the instructions)
Prepare a plan document (PDF)

The implementation of HB1010 requires that all utilities develop resource plans and submit them to Commerce. We are responsible for aggregating and summarizing them. Although investor owned utilities (IOU) are included in the requirements of HB1010, the Utilities and Transportation Commission (UTC) is in charge of their implementation.
The new voluntary regional resource adequacy standards adopted by the NW Power and Conservation Council depend on data gathered from utilities by the Pacific Northwest Utility Conference Committee (PNUCC). It is important that Washington utilities understand how the regional resource adequacy assessment interacts with the integrated resource plan/resource plan reporting process called for in HB1010.
