Neighborhood Stabilization Program
The state Department of Commerce has received $28,159,293 from the US Department of Housing and Urban Development (HUD) to administer the Neighborhood Stabilization Program (NSP) in Washington State. The purpose of NSP is to address the impact of abandoned and foreclosed homes in our neighborhoods and communities.
The state has awarded NSP grants to cities and counties to implement eligible acquisition, rehabilitation, redevelopment activities. To learn more about the state NSP, click on the links below:

Neighborhood Stabilization Program 2 (NSP2)
By July 15, 2009 the State of Washington Department of Commerce proposes to apply for approximately $50 million of funding under the Neighborhood Stabilization Program (NSP2), authorized under the American Reinvestment and Recovery Act of 2009. It will use the proposed NSP2 funds to stop the raise of foreclosure rates in specific target areas that have high foreclosure needs. Other objectives include stopping the deflation of surrounding home values and increasing home sales.
The application will propose an integrated strategy that includes: collection and analysis of land use and financial data; NSP2 eligible recovery activities, land use planning and development regulations to assure the continued and long-term affects of the recovery strategy; and a network of local “Foreclosure Recovery Task Forces” to monitor implementation.
The application will identify specific program activities using NSP2 funding that will include the following: Walk-in Down-payment Assistance Program ($6,000,000), Lease-Purchase Program ($19,500,000); Subdivision Recovery Program ($17,500,000); Blight Removal / Community Land Trusts ($2,000,000); and Project Planning and Administration ($5,000,000).
The target geographies where proposed activities will be carried out are census tracts located in Snohomish, King, Pierce, Thurston and Clark counties. They all have been assigned a HUD Foreclosure Score of 17 or higher. Maps showing the location of these census tracts are available at the links listed below.
A preliminary draft of the application will be available for review. Comments regarding the proposed grant may be offered. Comments need to be received by CTED by June 26, 2009 in order to be considered in the grant application.

Neighborhood Stabilization Program 1
By April 1, 2009, jurisdictions on the final award distribution list must submit to the state a detailed plan for use of funds, their capacity to obligate the funds to specific activities within the 18 month timeframe, and how at least 25 percent of the funds will benefit those with income levels at or below 50 percent of area median income. These plan guidelines provide the forms and format for submitting the local NSP plan to the state.

Neighborhood Stabilization Program
The state CDBG program has been allocated $28,159,293 to establish and implement the Neighborhood Stabilization Program in Washington State. The federal Neighborhood Stabilization Program is authorized under Title III of the Housing and Economic Recovery Act of 2008. The purpose of the Neighborhood Stabilization Program is to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities.
The state CDBG program will be submitting its plan for use of the Neighborhood Stabilization Program funds to HUD on December 1, 2008. The state’s CDBG entitlement programs, interested others, and the public are encouraged to comment on the state’s proposed use of funds during the 15-day comment period from November 4 – 18, 2008.
