Infrastructure related studies
1999 Infrastructure Study - The Local Government Infrastructure Study was commissioned to answer several important questions relative to local infrastructure planning and funding. This report provides answers to questions about what infrastructure needs local governments anticipate over the six-year period 1998 through 2003, what funding sources and amounts are planned to be utilized to fund infrastructure needs for that period, what funding gaps exist, and so on.
Berk Report - The 2005 Legislature commissioned a study of the State’s infrastructure programs, and the Office of Financial Management (OFM) engaged the services of the policy and management consulting firm Berk & Associates to conduct an inventory and policy-oriented evaluation of the State’s various infrastructure programs and funding sources. As directed by OFM, the study specifically excludes both transportation and information technology programs and funds. Berk Report Attachments A-D Berk Report Attachments E-I

Do You Want Utilities With That? - Avoiding the Unintended Economic Consequences of Poorly Planned Growth on the Provision of Water and Sewer Service
This practice guide considers the economic costs of poorly planned growth on the provision of linear utilities (including electricity, natural gas, telephone, cable and drainage), but focuses on water and sewer service because they are most likely to be key to project approval.
Written for utility managers and regulators, municipal officials, and planning commissioners—and the consumers and voters whom they serve–this Practice Guide aims to improve awareness, facilitate communication and promote better resolution of the challenges they face together as they try to manage growth.
Reduce Costs by Using Low Impact Development Practices
(1/8/08) The U.S. Environmental Protection Agency has released a new report "Reducing Stormwater Costs through Low Impact Development (LID) Strategies and Practices," which contains 17 case studies from across North America that show the economic viability of LID practices. Using these practices in construction projects can lower costs while improving environmental results. LID practices are innovative stormwater management practices to manage urban stormwater runoff at its source. For a copy of the report: www.epa.gov/owow/nps/lid/costs07/
