The Homelessness Housing and Assistance Act (ESSHB 2163 - 2005) requires each county to conduct an annual point in time (PIT) count of sheltered and unsheltered homeless persons in Washington State (See RCW 43.185C.030) in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD). The Department of Commerce provides survey forms for counties and agencies to use for their counts. Counties can opt to use their own forms to conduct their homeless count, as long as the count is in compliance with the state guidelines linked below.
Housing Inventory Count (HIC)
In addition to counting all unsheltered homeless persons, HUD requires each emergency shelter, homeless transitional housing program and permanent supportive housing program listed on the county’s housing inventory to provide the number of beds available and persons occupying those beds on the night of the count. Counties can choose to utilize the PIT forms and HMIS to collect this information or request program managers to collect the information another way. This data will be reported to the Department of Commerce. More information will be available in the 2012 Count Guidelines.
Due Dates
The Housing Inventory Chart and Annual Report is due Wednesday, April 4th.
Complete PIT Data (sheltered, unsheltered and doubled-up)
- Adsystech HMIS Users: All PIT surveys entered into Adsystech HMIS by 5:00 pm March 12th. Commerce will then send queries back to you to plug into HIC (no complete report form due)
- Non-Adsystech HMIS Users: Complete report form due along with HIC and Annual Report
March 19th April 4th.
Client Consent
While compiling results of the count, do not enter into HMIS name, birth day, or birth month for households with an individual who is: 1) in a DV agency; 2) currently fleeing or in danger from a domestic violence, dating violence, sexual assault or stalking situation; 3) has HIV/AIDS or 4) anyone you do not have written informed consent from. However, a signature is not needed to collect and enter other information. All homeless households and individuals should have a form filled out and should be included in the final count.
