Evergreen Sustainable Development Standard

The Evergreen Sustainable Development Standard (ESDS v2.0)

The Evergreen Sustainable Development Standard is required of all projects receiving funds from the Housing Trust Fund.  ESDS v2.0 is the current version and is required of all projects awarded funding after July 1, 2011.

 

ESDS Policies & Procedures

The ESDS policies and procedures, which also include the step-by-step process of ESDS, can be found in Chapter 2 of the Housing Trust Fund Handbook, section 207.

 

Evergreen Project Plan (EPP v2.0) – (11/17/2011)

Once a project receives an award from the Housing Trust Fund, the Evergreen Coordinator submits their Evergreen Project Plan (EPP) to Commerce outlining the specifics of how the project will comply with ESDS.  The Evergreen Project Plan (EPP) consists of the information in this spreadsheet and any required attachments.

 

Evergreen Binder Instructions v2.0 Coming Soon

Once the project is in development, Commerce’s third party verifier will verify that the measures outlined in the EPP are being implemented on the job site.  The project sponsor is required to keep an Evergreen Binder on site which holds the EPP and all necessary approved submittals, photographs, test reports and/or compliance reports. We will be posting instructions for the Evergreen Binder soon.

 

 Background

 

The Evergreen Sustainable Development Standard (ESDS) is a building performance standard required of all affordable housing projects or programs receiving capital funds from the Housing Trust Fund after July 1, 2008. Green building improves the economics of managing affordable housing, promotes environmental quality, and enhances quality of life for residents. The Evergreen Sustainable Development Standard aligns Washington State’s affordable housing investment strategies with environmentally responsible building practices.

 

The Evergreen Sustainable Development Standard (ESDS) was developed in compliance with RCW 39.35D.080 and contains 79 criteria that safeguard health and safety, increase durability, promote sustainable living, preserve the environment, and increase energy and water efficiency. In addition to complying with all mandatory provisions, new construction projects must achieve 50 points from the optional criteria, while rehabilitation projects must achieve 40 points from the optional criteria.

Instructions for the EPPv1.3 - This is the earlier version of the EPP instructions that was required before version 2.0 was published. Note: ESDS v2.0 does not have a separate sheet for the EPP instructions; every criterion in the standard outlines the requirements for the EPP.
