The DOE State Energy Program and Energy Efficiency Block Grant Program will sponsor the first in a series of Web seminars on how recipients of funding from the 2009 Recovery Act can use these funds to launch financing programs. The Webinar will give tips for beginning such programs, outline DOE guidance on use of Recovery Act funds, and outline the activities of the DOE Financing Technical Assistance Team.

Energy Efficiency Credit Enchancement Request For Proposals is out. Applications are due to Commerce no later than 5:00 PM on Thursday, November 12, 2009.  Proposals may be e-mailed to Liz.Green-Taylor@commerce.wa.gov or hand carried to 906 Columbia SW, Olympia 98504-2525, Davis-Williams Building, 3rd Floor.  If you choose to use regular mail, you must be sure to mail sufficiently early so that Commerce receives the application by the deadline.  Our mailing address is PO Box 42525, Olympia, WA  98504-2424.  Be sure to mark the envelope to the attention of Liz Green-Taylor.  Late applications will not be accepted.

State Energy Program (SEP)
 
Energy Efficiency & Renewable Energy Loan & Grant Program
In September, Commerce’s Energy Policy Division completed an extensive review of over 100 applications for the first round of the State Energy Program (SEP) Energy Efficiency & Renewable Energy Loan & Grant Program. Requests totaled approximately $200 million; 10 times the amount of available funding. We selected 19 high quality projects that will meet ARRA’s energy and job creation goals. Negotiations with successful applicants began in October, and we anticipate having initial contracts underway in November. The Energy Policy team is currently evaluating the first round process in order to refine the second round which begins January 2010. Announcements for the second round will go out December 2009. Based on the strong and enthusiastic response to round one, we know that Washington businesses are ready to hit the ground running with stimulus funds. Community-Wide Urban Residential and Commercial Energy Efficiency Pilot Program
Administered by the Washington State University (WSU) Extension Energy Program, eight private and public projects across the state were selected to receive approximately $14 million in ARRA grants. Awardees were selected by an independent review committee based on their ability to increase energy efficiency in residential and small commercial buildings, create or retain jobs in Washington, and leverage other funds. Contract negotiations are underway, working towards a projected November start date. Contact: William Ranes, RanesW@energy.wsu.edu.
 
Energy Efficiency Credit Enhancement
Commerce hosted a Webinar on October 19 to inform potential partners and grant applicants of the program’s goals and to solicit feedback on program design and the parameters of our upcoming Request for Proposals. RFP released October 28; applications are due November 12. We anticipate announcing awards in late November and beginning contract negotiations soon after. Energy Efficiency in Northwest Agriculture
WSU Extension Energy Program, in partnership with the Washington State Department of Agriculture, Washington Conservation Commission, and the Washington State Dairy Federation, is working with dairy and dryland farmers to comprehensively assess their energy use, and develop practical conservation and efficiency measures. This $500,000 innovative approach examines cropping systems, irrigation and fuel and fertilizer usage. Contact: Dave Sjoding, sjodingd@energy.wsu.edu.

Energy Efficiency & Conservation Block Grants (EECBG)
 
Energy Efficiency & Conservation Grants for Smaller Cities and Counties – FORMULA
Commerce is currently conducting an extensive review of EECBG Formula applications. We received 83 applications requesting over $11 million in grant funding for smaller cities and counties. Commerce has $6.4 million available for this grant program. We anticipate announcing awards in early to mid November and beginning contract negotiations soon after. EECBG – COMPETITIVE
U.S. Department of Energy (U.S. DOE) is now accepting applications for up to $454 million in EECBG competitive grants. The Funding Opportunity Announcement (FOA) was issued on October 19, 2009 and applications will be accepted through Grants.gov until December 14, 2009. U.S. DOE is seeking innovative programs from state, local and tribal governments, and nonprofit organizations. This FOA will use up to $454 million in Recovery Act EECBG funds for these competitive grants awarded in two topic areas: (1) the Retrofit Ramp-up Program and (2) the General Innovation Fund. Energy Efficiency through Transportation Planning Grants
The purpose of the statewide EETP grant program is to assist cities and counties in creating and implementing long-term energy efficiency strategies in the transportation sector. RFP was issued September 24; applications were due October 26. Contact: Anne Fritzel, anne.fritzel@commerce.wa.gov
 
Shared Resource Conservation Manager (RCM) Grants for Local Governments
The Washington State University Extension Energy Program, in cooperation with Commerce, will be supporting the creation and successful implementation of new RCM programs in Washington. Many local governments would like to have an RCM program, but do not have sufficient utility revenue to dedicate limited staff resources. The program will help create a shared RCM Position that will serve several local governments in a geographic area. Open application period runs October 1 to December 31, 2009. Energy Efficient Appliance Rebate Program
On October 15, 2009, Commerce submitted a proposal to fund the State Energy Efficiency Appliance Rebate Program (SEEARP). We anticipate U.S. DOE approval of our plan by mid to late November, at which time final plan details will be available. The proposed program will provide rebates for replacement of existing refrigerators and clothes washers with high efficiency models. The program plans to make consumer rebates available in mid February if all goes as scheduled. Contact: Chuck Murray, chuck.murray@commerce.wa.gov.

Energy Assurance Planning Program
This initiative focuses on developing new -- or refining existing -- plans to integrate new energy portfolios (renewables, biofuels, etc.) and new applications (Smart Grid technology, etc.) into energy assurance and emergency preparedness plans. Better planning efforts will help contribute to the resiliency of the energy sector by focusing on the entire energy supply system, including refining, storage, and distribution of fossil and renewable fuels.
