Enclosed you will find the Draft Final Report (Word 97) of the Land Use Study Commission.
The Commission has spent much of its final year working on the consolidated land use code. Although the Commission understood it would not be a simple task, developing the consolidated code has proved even more difficult than it had expected. The Commission also realizes that adoption of a consolidated land use code will require a consensus that does not yet exist.
The Draft Final Report presents the Commissions current thinking on the issues. The Draft Final Report also includes preliminary recommendations as well as options the Commission is considering to implement the preliminary recommendations. The recommendations and the options are preliminary and have not been agreed to by the Commission.
Many of the ideas considered in this report have been explored in more detail in Issue Papers prepared for the Commission by its advisory committees. Copies of the Issue Papers are available upon request. They may also be found on the Commissions web site at http://www.wa.gov/cted/landuse.
The Commission looks forward to hearing your thoughts and suggestions on this Draft Final Report. You will find enclosed a meeting schedule for the remainder of the year.
Two opportunities for public comment on the Draft Final Report have be scheduled. The first portion of the Commissions November 4th meeting in Seattle will be devoted to public comment. In addition, a video-conference has been scheduled for November 12 from 3 to 5 p.m. between Olympia/Lacey, Kennewick, Spokane, and Vancouver.
